As part of the Power Markets Project, a delegation of German energy officials and experts toured the United States to study electricity market design issues. The tour visited Texas, the PJM Interconnection, and Washington, DC, in the first week of September 2014.
These venues were chosen to illustrate different aspects of the debate over capacity markets. PJM has the most mature capacity market, while Texas debated adopting one but rejected it. Germany is actively debating reforms to their power market policies. A highlight of the tour was a symposium hosted by the University of Texas-Austin Energy Institute on September 2. "Germany & Texas: Energy Twins?" compared policy issues in both regions, with presentations by members of the touring delegation and Texas experts. Presentations are available (PDF) here from the panelists and from Dr. Michael Webber of the UT Energy Institute. A report of the same name is here.
